How to fill SIR form Offline (via BLO) — the standard route
- A Booth Level Officer (BLO) visits your home and hands you two copies of the Enumeration Form (EF), often pre-filled with your existing details.
- Check the pre-filled name, address, and other voter details for accuracy.
- Fill in any missing information and correct errors.
- Read and sign the declaration on the form.
- Submit one copy back to the BLO — you’ll get the second copy back with an acknowledgement, which you should keep for your records.
- No supporting documents are needed at this stage — only if the Election Commission asks for them later.
How to fill SIR form Online (via ECINet app or voters.eci.gov.in)
- Go to voters.eci.gov.in or open the ECINet app.
- Navigate to Services → Fill Enumeration Form.
- Enter your mobile number or EPIC (Voter ID) number, then select your state — entering the EPIC number lets you auto-fetch your existing voter details.
- Your EPIC number needs to be linked to your mobile number before submitting online; if it isn’t linked yet, you’ll need to submit Form-8 first (or link it through the portal/app).
- Verify/complete the details, sign digitally (the form is e-signed), and submit.
Note: an elector can only fill the online form for themselves, since it requires an e-signature.

- Enter your mobile number and request an OTP, then enter your EPIC number and search — the system will show whether your form has already been submitted.

NRIs (Indian passport holders) register as overseas electors using Form 6A on voters.eci.gov.in — no need to travel to India, and it can be submitted online or via post through the ERO through the Indian Embassy.
